Default Excel Macros

I have a problem with Accessing macros. I am on a military laptop running
Windows XP with Excel 2003. When I click on toolsmacros all options are
grayed out except the macro security option and I need to record a macro.
What would be the problem? and how would you go about fixing it? I have
already checked the security level (Medium). There is nothing disabled from a
safe start. I am stumped. Thank you in advance for any help in regards to
this problem.
