I need to create a map of the Mediterranean region where every country has a
colour linked to a value in an Excel table.

Do you know which stuff I need to make it?

Sounds like you need Microsoft MapPoint. But, you might see if 'Map Charts
beta - Europe' at http://edferrero.m6.net/charting.aspx will do what you
want.
