How do I "turn on" the sizing handles for an axis label in a scatter plot?

Ha, Bill Gates just fooled another one!

The truth is (the problem is) that these labels are not resizable. The best you can
do is adjust the font and font size, and the number format. Next best is creating an
array of text boxes to cover up the real labels.
