Default updating without "goal seek"

I have two charts based on one spreadsheet. One chart shows cost of an
individuals time and the other shows the hours used to get that cost. I can
"grab" the hours chart and move it to show more or less time and the cost
chart updates. However, I have to go through the "goal seek" process (tell it
which cell to change, etc.). I would like to not have to do that interim step
if possible. I tried to build a macro to do that but the process does not
seem to allow full automation.

Any ideas? thnx.
