I just fired up 2007 to check where this is. Select the axis, press Ctrl+1
(numeral one) to open the Format Axis dialog. Click on Axis Options in the
list on the left, if it's not already highlighted. Near the top, under
Interval between Labels, change from Automatic to Specify Interval Unit,
then change the number in the box to 1.
