Default 2007 View v Print Size

I have a very simple chart in excel 2007. It prints smaller than what
shows on the monitor, even tho it is scaled to 100% (under page layout).
When I go to print preview it also shows smaller, but when I go under page
setup in PP it also shows that it is scaled to 100%
Anyone know why this is happening? It never happened with earlier versions
of excel. Thanks.
