Default Document Themes - Custom Effects

I am creating a custom theme, but I have run into an issue.
I am able to create a custom Color Theme
I am able to create a custom Fonts Theme
How do I create a Custom Effects Theme??? I can select from a list of "Built
In" Themes, but there seems to be no mention of how to create custom Effects
Themes.

In the Templates Directory, under "Document themes" there are three folders,
Theme Colors, Theme Fonts, and Theme Effects. In each (except effects) there
are XML files that contain the preferences for saved themes. I assume that I
can create custom Themes for Effects, but I can't seem to find out how!

Can someone help me discover how to create my own custom Effects Theme?
