Default Chart Area

I know I have done before, but can't seem to remember how to get doable
results.

I want to be able to have 3 different background colors on a chart Green,
Yellow, and Red. Then 3 columns that are used to show different numbers. The
background colors are to help the viewer see quickly if their numbers are in
a valid range.
