Default Value axis - show as %

in my worksheet the data format 100% (no decimals) and in the value axis it
shows as 100000000000% - how can I change this to show as a max of 3 digits.

This makes little sense, all those zeros. What is the actual value in the
sheet, and what is the actual number format in the sheet?
