Default How do I plot arithmetic probability curve on Excel

Hi, I am doing frequency Analysis. I like to plot the data on arithmetic
probability paper using Excel, which means my X-axis value is from 0.001 to
0.999 (or you can say from 0.1 to 99.9 with percentage). The Y-axis is the
normal scale. When I try to do this on Excel. The worning message says, your
X-axis value has to be greater than 10. Any clue?

Thanks,
