Default How do I set up a graph for and (Alegebra ) with x and Y axis t-c

How do I set up a graph that has a x and y axis like a t-chart, but show the
points and intersection, of the poins with an arrow going throw them. x
points would be (0,1,-1) and y points would be (-7,3,-2 ).
