Default How do I keep charts from opening in sized with window view?

When opening charts in excel sometimes they open in sized with window view
and sometimes not. How do I prevent charts from ever opening in sized with
window view. The box in options is not checked.

Candice
In Step 4 of the chart Wizard, you are asked where do you want the chart
(Chart Location). Select "As Object in" if you want the chart in a in the
current tab or "As new sheet:" if you want it in a new tab.

BTW it defaults to what ever you did last time.
