How do I copy my chart into a NEW workbook using the EMBED formula?

You don't, you copy it and paste it.

The pasted chart will still be linked to the old data source, so if you want
to plot different data in the copied chart, you need to do it a bit
differently. Copy the chart and its source data, the whole worksheet, then
paste the new data onto the copied worksheet.
