Simply
=Recoveries " & E2 &" from "& B1 & " to " & A1
the Text function is not needed here, but if you DO use it, it takes a 2nd
parameter, like
=TEXT(E20,"#,##0.00") or =TEXT(D12,"mm/dd/yyyy"), not just =TEXT(A1).
