If your start date is in cell D6, for example, then large (in H6) would be:
=MAX(INDIRECT("B"&MATCH(D6,A1:A200,0)&":B"&MATCH(E 6,A1:A200,0)))
and small would be
=MIN(INDIRECT("B"&MATCH(D6,A1:A200,0)&":B"&MATCH(E 6,A1:A200,0)))
