why won't vlookup("dp301",lookuprange,3,0) for ly and ,4,0 for ty work?

I have been banging my head on my desk for the past 3 days

In cell b3 on sheet1 I have a dept number. On sheet2, I
want to find cells that match this dept number and copy
info from 2 columns to the right of dept number. ie:

I want to copy all of LY and TY Sales to another sheet for
the specific Dept given. Any ideas??
