Assuming column A is where your single cell in each row is located.

Select A1:O400

In 2003............FormatConditional FormatCondition1Formula is:

=$A1<3 exactly as I have typed it. The $ sign is important.

If not column A, adjust to suit.

Format to a color of your choice and OK.

In 2007...........Home TabStylesConditional FormattingNew Rule

Pick "Use a formula" and enter as above
