I know this thread is a little old now, but just in case anyone else finds it while searching for an answer, I worked out what the problem is. It’s caused by a Sage integration dll (dynamic link library add-in) which allows certain Sage functions to be called from within Excel. Basically, it’s a bug in that function which needs fixing by Sage, disabling the add-in will fix the problem, you can always re-enable it if you really need to (most won't).
To make Excel remember the default directory, do the following:
1. Open Excel
2. Click the round “Office” button in the top left-hand corner, then click the button that says “Excel Options”.
3. From the list on the left, click “Add-ins”.
4. From the drop-down menu at the bottom choose “Com Add-ins” then click the “Go” button.
5. Un-tick the box next to the Sage Integration.
6. Click “ok” and close all menus.
You’ll then be able to set the default open/save directory and Excel will remember it.
