Go to the Windows Control Panel and choose "Program And Features". The

will remove the program. Restart the computer. No need to
uninstall/re-install Excel.
I once had a program like this. You move the mouse, say, in an "S"
shaped path and the file would be saved. Move it in a "C" shaped path
and it would close the file. It was really cool for about an hour and
then it lost its charm.

StrokeIt is one such program. Is there an icon with a mouse pointer on
it on the Quick Launch toolbar, if enabled, at the far right of your
taskbar? If it's indeed StrokeIt, you can uninstall it or uncheck the
option to run the program when Windows starts.
I agree with Chip's comments about such a program.
