Default Conditional Formatting with Calculated Blank

I'm having problems with conditional formatting when I'm working with cells
that calculate to blank using "". My conditional format doesn't seem to
consider the calculated "" to be truly blank. Here's the situation.
(1) I have the following formula that calculates to blank in cell P132:
=IF(VLOOKUP($E132,DataSubdept!$C:$AX,P$13,FALSE)=0 ,"",(VLOOKUP($E132,DataSubdept!$C:$AX,P$13,FALSE)) )

(2) Cell O132 is not blank

(3) I have the following formatting condition in cell P132:
=AND(ISBLANK(O132)=FALSE,ISBLANK(P132)=TRUE)
While this condition seems to be true, it is being bypassed; it's format is
not applied.

Any ideas? Thanks very much
