Put a $ before each I, making the columns absolute
=COUNTIF(Locking!$I16:$I40,"f")
If you enter this formula by pointing at cells, pressing the F4 key will
cycle you through absolute rows & columns, absolute rows & relative columns,
relative rows & absolute columns, and completely relative.
