Isn't it as simple as changing
=TEXT(SUBSTITUTE(A1,"-",""),"(###) ###-####")
to
=TEXT(RIGHT(SUBSTITUTE(A1,"-",""),10),"(###) ###-####") ?

Why wouldn't that work?
