In A1 of summary sheet.
=INDIRECT(ROW()&"!B4")
Copy down.
Assumes your sheets are named 1, 2, 3, 4 etc.
If named Sheet1, Sheet2 etc.
=INDIRECT("Sheet" & (ROW()) & "!B4")
