If every time you start Excel on one particular computer you get the macro
warning about "Excel 4.0" macros you do not need SelfCert to sign anything

You have some add-in or a stray workbook opening along with Excel.

Go to ToolsAdd-ins and uncheck all add-ins.

Close and re-start Excel.

If no warnings, re-check add-ins one at a time until you find the offender.
