If you mean canceling the tool-tips pop-up shown while mouse hovers over an
Ribbon Item - try this:
Click the round "Office" Icon, located at the left upper corner €˜Excel
Options€¦ 'Popular' section, and choose the appropriate 'Screen tip style'
