Default Inserting Picture Into Protected Worksheet

First of all, you cannot insert a piture "into" a cell.

Just lay it on top.

Second............if you allow users to Edit Objects when protecting sheet,
you can insertobjectbitmap image.

Paint will open with a picture frame...............EditPaste From

Browse to the picture(any type, jpg is good) and double-click or Open

Will be pasted into the Paint Frame and be inserted in Excel sheet.
