You can type in e.g. cell A1
'19.240
The ' wil turn it into text without having to format the cells, and it
will show correctly.

Then in a helper column you put in =value(a1)
That will return the value 19.24 for your analysis

Of course, the tag '19.240 will return the same value as '19.24
