Can you explain more about what you mean by a scroll bar?

Perhaps you're thinking of Freezing a window, which causes some rows or
columns or combination of the two to remain visible while other rows/columns
scroll normally when you use Excel's built in scrolling features?

Look in Excel Help for "Freeze Window" for more details.

In pre-2007 Excel Freeze is in the Window menu.
In Excel 2007 it is on the View tab, in the Window group, "Freeze Panes"
