I'm using Excel 2007 SP2 on Vista Ultimate. A negative currency value will
show with brackets but a non-currency number will not. Both numbers and
currency formats are set to the same thing in regional settings. If I change
the Cell STyle, in Excel, to "comma" it does put in the brackets. As for
date short format, it is not working at all. I've set the regional setting
for my short date format to "dd-MMM-yyyy" which should give "16-Feb-2010"
when I enter a date into a cell, but it does not work. Is there something
I've done wrong? Do I need to copy my regional settings to reserve accounts?

WindowsXP SP3

Assuming WinXP..............

StartSettingsControl PanelRegional and Language SettingsRegional
OptionsCustomizeCurrencyNegative Currency Format. Click on drop-down
arrow and select the ($1.1)

Note: this is under the "Currency" tab in Regional Options. Changing under
the "Numbers" tab only does not do the trick.

Apply and OKApply your way out.

Same for shortdate settings under "Date"
