Arrange Your data like this;

2008 Q1 0.2 15.70%
Q2 0.2 15.80%
Q3 0.2 16.80%
Q4 0.2 21.40%
2009 Q1 0.3 24.60%
Q2 0.3 26.90%
Q3 0.3 28.00%
Q4 0.3 28.00%


That is, add a column with quarters. Then select the lot and Insert - Chart.

After you have done that, try replacing Q1 with a space and copy down.
