Default Conditional formating

You don't want conditional formatting, you want a formula.

Enter this formula in C4:

=IF(A1="","",1)

What that means in plain English:

If cell A1 is blank/empty, leave cell C4 blank. If cell A1 is not
blank/empty return the number 1 to cell C4.
