Eeven shorter:

=IF(G325,25,G3)

Again shorter:

=MIN(G3,25)

anything larger than 25 is 25

or it could be
=IF(G3<=25,25,IF(G325,G3))
anything smaller than 25 is 25

in any case do not use "25" it is treated as text in the summing
excercise
