Default Returning A Minimum Figure

This will show the result 9 if the D8-D4 value is less than 9 otherwise it
will result you the as per the formula D8-D4
=IF(D8-D4<9,9,D8-D4)

If you want to show the result as blank if the D8-D4 result is greater than
9 then use the below one.
=IF(D8-D4<9,9,"")
