Default Insert row with a locked cell

I have a spreadsheet with multiple columns of data. Some of the columns
contain data that I want a user to be able to enter data in. There are other
columns that are formulas that derive a value based on the user entered data
in the other columns in that row. I want to protect the formula columns so I
have them locked. All other modifiable columns I've unlocked.

The problem is that once I set the protection accordingly I am unable to
insert a row even if I've checked the Insert Row allowable function when
setting the protection. Is it possible to insert a row that has a locked cell
in the row with protection set?
