Try this in B1, if your number is in A1:

=IF(A1<20,REPT(REPT(CHAR(134),4)&" ",INT(A1/5))&REPT("| ",MOD
(A1,5)),A1)

It displays like this:

7 €*€*€*€* | |
11 €*€*€*€* €*€*€*€* |
