If you have a date in A1, the formula =DATE(YEAR(A1)+3,MONTH(A1),DAY(A1))
will give a date 3 years later.

Alternatively in conditional formatting if you use Formula Is:
=DATE(YEAR(A1)+3,MONTH(A1),DAY(A1))<=TODAY()
this will highlight any dates at least 3 years ago.
