Not sure why you are looking in B?

=SUMIF(A:A,"""",B:B) would get it...

if you need to look at somethign in B:

=SUMPRODUCT(--($B$2:$B$1000=something),--($C$2:$C$1000<""),$A$2:$A$1000)
