If you're going to use the ADDRESS function:

=INDIRECT(ADDRESS(16,COLUMN(B1),,,$A4))

I would not use COLUMN(B1).

=INDIRECT(ADDRESS(16,COLUMNS($A1:B1),,,$A4))
