Default Workbook working on by two people

Yes to both.
Under Tools-Protection, Allow Users to Edit Ranges

Setup the appropriate ranges for the correct users, setting up any
additional options as desired.
Then, again under
Tools-Protection,
choose: Protect & Share Workbook.

Multiple people can now have the workbook open and work on it, and because
you protected it, only the defined users can work in their respective cells.

Is there a way to have a workbook open where two people can work on it? And
also, is there a way to setup rights where one person could only work in
column A,B,C, D, and the other person work in E,F,G,H?
