I'm stumped (and embarrased). I can't figure out how to insert a fee formula
that will take a total project value and charge a percentage based on a
sliding schedule:

Project Value: $250,000

Rate Fee
Fee Schedule: First $50,000 5% _____
$50,001 - $200,000 4% _____
$200,001+ 3% _____
TOTAL FEE: $0.00
