If the values you mentioned is a range then try the below
=LOOKUP(A1,{0,2,6,11,21},{0,1.8,1.6,1.4,1.3,1.1})

or else use IF conditions
=IF(A1=2,1.8,IF(A1=6,1.6,(IF(A1=11,1.4 ....and so on
