Default How to select values in sequence order?

Why would the data come back showing duplicates? For instance, the last one
listed on the 2nd column would be the first in column 3?

Put this in B1:
=INDEX($A:$A,2*(COLUMN()-2)+ROW())
and drag down to B2.

Then select B1:B2 and drag to the right as far as you need.
