Default default border color

I like to use the border icon on the toolbar but when I select a box or line
it will not show unless I to FormatCellBorder and change the border color
from "automatic" to black. I never change the color of a border. Sometimes
it works perfect on a worksheet, then I open another worksheet and it won't.
I'd like to make the border color black on ALL new and old wrkshts like you
would change the font and type size for all. Is that possible? What causes
it to go to Automatic and not place a box you can see?
