Default excel start directory

Hello,

I use excel 2003.

I defined "Z:\[0004] TEMPLATES\EXCEL\START" as my excel start
directory.
"Z" drive is a network drive. I am trying to use the same start file
for a number of computers, so I won't have to update many start files.
I have 2 computers on the network. On computer 1, the files existing
in "Z:\[0004] TEMPLATES\EXCEL\START" load (as they should) at start.
On Computer 2, They USED to load (with the warning READ ONLY - which
is fine and reasonable).
Now they don't. I checked the TOOLS/OPTIONS/GENERAL/AT START OPEN
THESE FILES IN and "Z:\[0004] TEMPLATES\EXCEL\START" was there.

Please advise

Also: when I open excel (no workbooks) the TOOLS/OPTIONS is disabled,
however if I open a file it's ENABLED. Is this the way it should be?
