Default Counting rows that meet multiple criteria

An error in my original post. The formula I am using is:

=COUNTIFS(Roster!A:A,"=5?1-??", Roster!B:B, XXXXXXX)

What is the syntax for the criteria that will count only rows with a name
provided?
