Default Another "If" Formula Error

Something like this:

=if(or(istext(mid(d42,2,2)),mid(d42,2,2)*1<2,mid(d 42,2,2)*116),1,"Assign
Division")

or this:
=if(and(mid(d42,2,2)*1=2,mid(d42,2,2)*1<=16),"Ass ign Division",1)
