It really sounds like an Adobe Acrobat issue, rather than an Excel '07 one.
Worked with Acrobat 8.0.0, doesn't with 8.1.4.

I'd try uninstalling Acrobat and then using the Microsoft provided add-in
that gives publish as .pdf to all Office '07 products:
