You have your rows and columns mixed up in your description, but your
formula is searching in the correct places. The range in the INDEX
part needs to be changed, and you have to drop those quotes around the
numbers, as this will make the formula treat them as text:

=INDEX(Points!C$3:AC$46,MATCH(1,Points!B$3:B$46,0) ,MATCH(19,Points!C
$2:*AC$2,0))
