Yes, it will work if the range is on another sheet...
Just add 'Sheetname'! before the range...

You can also use
=SUMPRODUCT(--(YEAR(A1:A20)=C1),--(MONTH(A1:A20)=C2),B1:B20)
If C1=2009 and C2=3...
