Is it gone or just grayed out?

Make sure you are not "in" the cell, not in the Edit Mode. You also don't
get the command at all if you right click a row or column.

The command can be removed via vba, but I doubt that is your problem.

You can also press Ctrl+K, the Add or Edit Hyperlink shortcut key.
